Publications Support Programme
The objective of the Publication Support Programme is to support the publication activities of the University’s academic and research staff by providing financial support for the Article Processing Charges (APCs) of journal articles and review articles published in qualified journals.
Terms and Conditions of Support
- The author must have an employment relationship, a service contract, or a PhD student status with Széchenyi István University, which must remain continuously active until the payment is processed.
- Support is exclusively provided for publications in purely Open Access journals via the Fully Gold Open Access pathway (hybrid or predatory publications are not supported).
- The journal publishing the article must be indexed in the Scopus or Web of Science (WoS) database. Scopus-indexed journals must possess a Q1–Q4 ranking according to SCImago. Articles published in journals indexed exclusively in WoS must be included in either the Science Citation Index Expanded (SCIE) or the Social Sciences Citation Index (SSCI) of the WoS Core Collections.
- The author applying for support must indicate Széchenyi István University as their primary (first-listed) affiliation next to their name; a secondary affiliation is permitted (e.g., a company or hospital), provided it is not a Higher Education Institution (HEI) or a related research institute. There are no restrictions regarding the affiliations of co-authors.
- In the Scopus profile of the author applying for support, Széchenyi István University must be listed as the primary affiliation.
- The maximum amount of support is gross EUR 3,500 or the equivalent amount in other foreign currencies; however, a higher amount may be paid subject to an individual assessment (Application for Individual Assessment).
- The programme exclusively covers the basic Article Processing Charge (APC) of the article; the costs of other optional or supplementary services offered by publishers (e.g., colour fee, page charge, accelerated/fast-track peer review fee, etc.) are not included in the support.
- The invoice for the Article Processing Charge must be submitted/uploaded within 15 days of its issuance.
- An author may submit applications for the support of Article Processing Charges (APCs) with a maximum of 10 articles per calendar year. For the purposes of this restriction, co-authorship status in other publications does not count towards this numerical limit.
Procedure for Requesting Support
Staff members from the University Library and Archives (SZE EKL), the Directorate of Finance and Accounting (PSZI), the Directorate of Human Resources (HRI), and the Doctoral and Habilitation Centre (DHK) will assist in the implementation of the Publication Support Programme.
Dear Applicant,
We would like to draw your attention to the fact that the lead time for applications submitted to the Publications Support Program may be significantly extended due to the institutional summer workflow and holidays.
The form will remain open for submissions; however, feedback and processing may take longer than usual. The evaluation and payment period (30 days), as stated in the call, is expected to resume from 24 August 2026.
If it is essential to meet the payment deadline of the APC invoice, you may choose to pre-finance the amount in accordance with the instructions provided in the call for applications (II. Procedure for payment of the publication fee (APC)). In the event of a positive decision, the University will reimburse the full amount of the invoice to the bank account specified in the application form.

- Submission of Support Application and Registration
- The author may initiate the Publication Support application for the article by completing the form available at https://lib.sze.hu/publikacio-tamogatas-igenyles. The support application may be submitted either after the article has entered the peer-review stage (under review) with the publisher, or after it has been accepted for publication (accepted).
If the gross Article Processing Charge (APC) exceeds EUR 3,500 (or the equivalent in other currencies) and the applicant requests an individual assessment, the application may be submitted by completing the Application for Individual Assessment document.
- Following the evaluation of the support application (verifying compliance with the conditions relating to the journal and the author(s)), a registration notification – provided with an identification number – will be sent to the applicant, along with information on further necessary steps.
- If the conditions for support are not met, SZE EKL will assist in selecting qualified journals within the given field of science and will provide information on further publication opportunities, methods, and potential risks.
Procedure for the Payment of the Article Processing Charge (APC)
The financial support for a positively evaluated article that has been accepted and confirmed for publication by the publisher is implemented as follows:
- The author receives confirmation from the publisher regarding the publication of the article.
- The author requests that the invoice for the Article Processing Charge (APC) be issued in the name of the University.
Invoice details:
Széchenyi István University, 9026 Győr, Egyetem tér 1.
- Domestic invoices: For invoices issued by Hungarian taxable entities, it is mandatory to indicate Széchenyi István University’s group tax number: 17782294-5-08, and, where possible, the university’s tax number: 19253079-4-08.
- Foreign EU invoices: For invoices issued by foreign EU taxable entities, the university’s Community (EU) VAT number must be indicated: HU17782294.
- Foreign non-EU invoices: For other non-EU invoices (e.g., USA, United Kingdom, Switzerland), please also indicate the university’s group tax number: 17782294-5-08.
Please ensure that the invoice issued by the publisher does not include any tax (i.e., VAT), and does not feature any manual or electronic signature.
Invoice amount:
The amount of support is determined based on the verified Article Processing Charge (APC) of the article. The maximum amount of support is gross EUR 3,500 – inclusive of the applicable Hungarian VAT – or the equivalent amount in foreign currency.
Authors are requested to note that the invoice issued by the publisher, including any domestic tax burdens (reverse-charge VAT), must fit within the EUR 3,500 threshold. Payment of a higher amount is only possible through an individual assessment procedure.
- The author initiates the payment of the Article Processing Charge via the form at https://lib.sze.hu/publikacio-tamogatas-kozlesi-dij, providing the following data and documents:
- the identification number received upon the prior approval of the Publication Support application;
- in the case of an individual assessment, the relevant certificate (Application for Individual Assessment);
- the invoice for the Article Processing Charge;
- the professional final version of the accepted article, which no longer contains substantial content modifications but clearly displays author affiliations (for data protection and/or copyright reasons, the pre-publisher-layout version, the so-called Accepted Manuscript, may also be attached);
- the publisher's confirmation of publication/acceptance (official Acceptance Certificate, or a copy of the official confirmation email sent by the Editor-in-Chief or the editorial system);
- in the case of pre-financing, the bank transfer receipt verifying the payment (an official PDF receipt downloaded from the banking system/account history certifying successful execution, or a certificate issued by the bank).
- If less time is available for the payment of the Article Processing Charge invoice than the evaluation and payment interval undertaken by the University (30 days), or if payment is only possible by card, the author may advance the payment of the Article Processing Charge invoice. The University will reimburse the advanced amount to the author via bank transfer up to the maximum capped amount of the support, or up to the equivalent value of the amount determined during the individual assessment.
- If the amount of the Article Processing Charge exceeds the gross EUR 3,500 limit (or the amount approved during the individual assessment), and the author does not advance the payment of the APC, we recommend having two separate invoices issued by the publisher. In this case, the invoice up to the gross EUR 3,500 (or the approved) part should be addressed to the University, while the exceeding part should be addressed to the author.
- If the issuance of two separate invoices is not possible on the part of the publisher, the University will settle the full amount of the invoice towards the publisher. However, the author is obliged to subsequently reimburse the amount exceeding the gross EUR 3,500 (or the amount specified in the individual assessment) to the University’s current central bank account, which is published on the Public Interest Data (Közérdekű adatok) page. It is mandatory to indicate the author's name and the support application identification number in the transfer memo.
- Required Actions Following the Publication of the Supported Article
The author receiving publication support is obliged to register the publication in the Hungarian Scientific Bibliography (MTMT) database within 3 months of its appearance, flagging the Scopus and WoS indexing. Furthermore, please notify us of this at: publikaciok@sze.hu
Other Considerations
- An author/co-author may not apply for a Scientific Scholarship using an article that has been funded under the Publication Support Programme.
- If the University has an active Read & Publish agreement with the publisher of the article, the author may not submit an application for support under the Publication Support Programme. An exception to this rule applies if the quota of the publisher's Read & Publish agreement has already been exhausted for the given year.
In the event of ethical, disciplinary, or other official investigative proceedings initiated or pending against the applicant, the evaluation of the submitted materials and the disbursement of the support shall be suspended until the proceedings are concluded.
The University retains the right to award funding under the Publication Support Programme until the available budget is exhausted.
